No, the air fares are already loaded into the airline’s system. There could have been sale fares previously, but they are probably all taken up by now. I would start looking everywhere to see if you can still scoop up a cheaper ticket right now.
The closer it gets to the date of departure, the fares are more expensive as all the sale fares are taken up, and all of the cheaper fares are gone too leaving behind only those last minute insane prices!

The New Year has nothing to do with it at all. Your friend is misguided on this one. Sorry! What is true is that fares are generally cheaper in February because this is not a major holiday period. So maybe that is what he meant. But the time of purchase is not the issue, the time of flying is what matters.
