how to get refund of airfare?

We have 4 tickets booked to phoenix from aug.18 to aug.27. with an insurance policy.but we had to cancel it as my in-laws were not able to fly from india due to health rasons. But policy says since my in-laws are not in USA, you can’t get money back. but there is a valid reason behind it. for me and my husband also to get money back we have to show some documents.
